Radio Frequencies Under Water

Hi, 

I was searching around for a new project to start up, and came across this. However I wanted to make a tiny submarine, maybe not 1 inch square, but tiny none the less! Also I wanted to have this little guy remote controlled. I had all of these ideas for this little guy, but then remembered yesterday in "The Hunt for Red October" that submarines have to surface to make radio contact...I think that's true...however I have been wrong before...not very often but...yea... So I got into some research, and it came to my attention that I'm not an expert in radio communications...and thought I would seek out some help!I looked at a few other topics that had to do with underwater "stuff":Robotic Fish Submarine Of Sorts From what I got from those topics was that 40 MHz would work for sending signals through water. Now I was wondering how deep I could get with this frequency? I'm not thinking deep deep, but like 10-15 feet would be pretty sweet. And while writing this I just now realized that a small 3.6 mm camera would probably be a problem as well, since the frequency is (on most models) 2.4 GHz...which I saw on one post won't work...Or would it? A search on Google doesn't reveal much sadly!So any advice/inspiration/chewing out would be greatly appreciated!
