Video of building and floating of the concrete floating base...

 .

Check wave movement - lot of movement - even in this very moderate wave ambient - probably not a "plan A" for ocean colonization.... a high house on a platform is probably not the best choice. A settlement of this nature is confined to protected bays and can therefore not  play the best card of ocean colonization - global mobility - mobilis in mobili.

If you are prisoner of a specific bay due to a lack of ocean travel capacity you are suceptible to third party interference (Lozman Case) http://concretesubmarine.activeboard.com/t48526647/lozman-case/  and have no mobility card to play.

It is probably a smarter choice to take the same amount of concrete form it to a sphere ( that encloses the same amount of living space) and place it in the ocean like this:

A shell shape can withstand Draupner waves, is stable with a deep metacenter and will not make its inhabitants seasick.

See more ocean sphere:

Give a high "mobility component" to the habitat - mobilis in mobili...

Would this be a dark place to live ? Check out the inside light conditions in a blimp shape with only eight 50cm diameter skylights...

Have been there have tested that...

. .

Round shells floating on surface and deeploaded. When talking about ocean colonization the concept of a "landhouse on a floating platform" should be trashed and replaced by a "integrated shell" concept.

When going for a surface floating platform a triangular shape type Ramform has a superior mobility a superior wave handling capacity and a better stability than a box shaped platform a bow to point against the waves is a desireable feature.

...have been there, have tested that...

When it comes to "living space to survive any ocean condition" designers always have considered this the minimum feasible solution for human ocean habitation...

Survival pod made beachhome...

In this context also check out the james bond submarine escape pod...

Concrete in the Marine Environment (Modern Concrete Technology)

Concrete has clearly emerged as the most economical and durable material for the building of the vast majority of marine structures. Reinforced concrete too has overcome the technological problems making it a suitable material for the construction of advanced marine structures such as offshore drilling platforms, superspan bridges and undersea tunnels. As the world becomes increasingly ocean-oriented for energy and other resources it is predicted that construction activities during the 21st century will be dominated by concrete sea structures. The performance of concrete in the marine environment is presented here in a logical manner giving state-of-the-art reviews of the nature of the marine environment, the composition and properties of concrete, history of concrete performance in seawater, major causes of deterioration of concrete in the marine environment, selection of materials and mix proportioning for durable concrete, recommended concrete practice and repair of deteriorated marine structures. It is of value to any design or construction engineer responsible for marine structures.
