I understand from our skype conversation that you are not sure about how tough and safe a building would be with the new material as we handled it in rio juntas.
The best way to be sure is just building another layer (inch of normal concrete) on it as described in the video above.
Consider the dome that is standing now "the replacement of the airform" (orange balloon) - and then follow the monolithic instructions.
As basalt is difficult to get, reemplace it by easy available normal polypropilen cord, or galvanized wire.
The advantage over the monolithic method is that you can skip the airform - and as you leave the light dome with its styrofoam core in place so you get perfect insulation - while monolithic has none.
The structural requirement for the fibercrete and the styrofoam core in this setup is cero - it goes as "formwork that stays in place".
A quonset hut can be built just the same way...
