Most adblockers https://thinkmobiles.com/blog/best-adblockers/ stop internet-based ads but turn out to be the ad themselves cluttering your notification panel and giving annoying popups. I suggest you root your phone and download Adaway an app that edits your systems host file which is responsible for approving incoming ads.
