Realistic deadlines, budgets and tips for two complete beginners

We have been looking for an opportunity to purchase a house in Balmain, Sydney, for over 2 years, but to no avail. Despite the fact that we continue to increase the budget, we simply cannot find something that meets all the requirements and is within reach. We found a cottage with one facade on a relatively "large" plot (280 sq.m.), and we really like its location. As two complete beginners in the world of construction, I was hoping to get some tips on the lessons you learned, cautions for beginners, etc. If we had pulled the trigger, we would have continued to rent our current location until the plans and construction were completed. This is a two-bedroom cottage that we would like to expand and build a four-bedroom house. If the budget could stretch, we would rebuild the garage and add a room on top. So my questions are as follows: 1) How long does it take to develop the architect's plans from the beginning to the "completion" 2) At what point do you involve the developer 3) How long do we have to take into account to get all the council's permits? 4) What are the realistic build times for something like this. 5) I'm promoting this, but do you have any thoughts about the budget for creating a middle class?.
