Basic Plumbing help needed

I've been searching the internet and getting conflicting information, and I'm hoping someone with some experience can help clarify what I've seen.

Problem: The toilet is no longer filling up. I have a spare filling valve that also comes with a new flap. While replacement is simple, it is complicated by a faulty shut-off valve. The shut-off valve is dripping, which makes the situation even more annoying. The shut-off valve no longer blocks the water supply, instead it rotates freely in both directions.

My main problem is that I don't have any experience with plumbing as I'm not sure how to turn off the water. I know where to turn it off from the outside, but I'm not sure what I need to do with the water heater, as some videos and articles suggest switching it to pilot mode, while others suggest turning it off 30 ways before Sunday and draining the water or preventing it from draining while the water is turned off. I believe I should be able to replace the filling valve inside the toilet without too much trouble if I can turn off the water in the house and connect the water heater correctly. The shut-off valve behind the toilet is another problem that has

The shut-off valve behind the toilet, according to the videos I watched, belongs to an older type that you have to turn several times. I believe the newer type is called a ball valve and requires only one turn. The current valve is no longer working properly. At some point I had to turn it off and screw it up to the point that the valve popped out about a quarter of an inch and now rotates freely without affecting the flow of water. At that moment it started dripping, but after a few weeks it stopped and was ignored.

This leaves me with the problem of replacing the shut-off valve, as I have no idea how compromised it is, and having to pour out a bowl of water several times a day is a waste of time. The valve most likely refers to the time when the house was built, and that was in the 70s. I have no idea how difficult it will be to remove. Watching a video that said it might need to use a saw to cut through it didn't strengthen my confidence.

I find this rather frustrating as it's just another thing in a series of emerging issues. Any problems that I can solve on my own will greatly help save money that could be used to solve other problems..

If you want to do this job efficiently, it's better to finish the courses first.

I absolutely agree that doing such processes yourself is cheaper. But don't you think that it's better to practice first than to work with your technique right away? I read all those comments about pride and saving money and stuff like that. I can support it if I know for sure that I AM ABLE to do it. One day I called a plumber and closely watched his work from start to finish. I understood what and how he did, and the next time I really could repeat it. It can be said that the money I gave to the plumber I invested in my own education, haha :) But at the same time, I understand that hydrojet drain cleaning Anaheim is better to pay and not even get into such issues.
