The 8(a) Streamlined Technology Application (8(a) STARS) is a government-wide acquisition contract (GWAC) designed to provide technology solutions to federal agencies. It is a small business set-aside program, which means that only small businesses that have been certified by the Small Business Administration (SBA) as 8(a) firms are eligible to participate. The 8(a) STARS program offers pre-qualified vendors the opportunity to bid on IT services and solutions contracts. It is designed to streamline the procurement process for federal agencies by providing access to a pool of pre-qualified vendors who have been rigorously screened and vetted. The program has two constellations: 8(a) STARS II and 8(a) STARS III. The 8(a) STARS II constellation was awarded in 2011 and expired in 2021. The 8(a) STARS III constellation was awarded in 2021 and will be valid through 2026.
