The interesting question is, how small can you actually go for building a modular floating concrete structure in honeycomb and shell design.

Yes, I agree. If you do it right, you can start very small, and then you can start building giant modular structures with experience. I did this with onshore constructions. I started small and now I am building big commercial structures like commercial pool decks and public garden landscapes.
