Two slow running propellers on a sphere shaped cage.
Instead of a "net sphere" with a fishfarming project inside, this kind of setup can also drive a conrete sphere in the sense of a "living space bubble" or oceanic habitat. In fact both concepts - living in a oceanic living space bubble while farming fish without being hit by large ocean waves - or being restricted to national legislation and shoreside development rulings - is a great way to solve both base needs of seasteading - a feasible comfortable living space and a business to do in the middle of the ocean.
In some way this kind of living "in the ocean" instead of living "on the ocean" on a floating platform - is the closesest thing to "living in a space station" we can get. No doubth the coloniztion of the last frontier on the planet, the ocean frontier will pave the way to space colonization as "final frontier".
The best thing of all: this is business driven - ocean fish farming is big business - not a NASA experiment as the Ben Franklin project was.
