If this engergy source works - everything else on the engergy market becomes pretty much obsolete i assume... so ocean cononization will be driven by deep sea mining and aquaculture more than by wind and wave energy harvest. The leading industry at the moment is deep sea mining - china, india, brazil - all have big budget programs behind deep sea mining projects.
