why ocean colonization is the next big frontier

why ocean colonization is the next big frontier, world population is growing by a billion every decade, 70 % of the space available on the planet is water, this makes colonization of the oceans for food production and human living space of paramount importance. Oceanic cities and industrial production sites are not a "utopia" they are a must to safe mankind from stagnation as land space runs of short supply.
