I'm from Germany, but I've never had any problems with ebay shopping. Have you tried using the official site?

I think that you can use a VPN because such sites are not available in some regions. I've encountered this before, so I decided to use avoidcensorship.org. It helped me to solve this problem, so I suggest you try it too. I am sure eBay will open if you use u.s. VPN or proxy in any other country where it is available. I use it a lot because there are some obstacles on the internet that you can't get around without a proxy. It's just a matter of convenience, nothing more.
